The records pertaining to students and staff are entered into the system by accessing the main registration database. When new books arrive they are scanned and entered into the system. The system is also used to identify appropriate rows within the library to arrange the books. When a student/staff comes to the library they can either locate the books on the shelves using the information on the bulletin board or ask the library assistant to help them locate the books. Once they have the books they go to the counter where a library assistant uses their identity card to enter the details of the transaction into the system. Upon return of the book or other resource to the library the student/staff must visit the library assistant’s counter. The library assistant will use the student/staff identity to enter the completion of the transaction into the system. The system has a mechanism to print out a list of books that are overdue. However, this list is not very useful as the existing system does not allow the library department to communicate with the borrower. As a result a book or other resource may go out of stock due to loss or other means and the library assistant is unaware of the situation. It has therefore been suggested that the proposed system provide a mechanism to keep track of suitable stocking levels for the resources held on the system. This mechanism should be triggered periodically to identify resources that need to be restocked within the library. The last need identified with regard to the current system is that relating to efficiency of operations within the institution. From observation of the system it can be seen that the system is to some extent cumbersome and inefficient. This point arises due to the fact that the system is not being applied to its maximum potential. A computerized solution is often designed to improve the efficiency of perfor ming specific operations. It is possible that such a situation arose from poor analysis of the previous system during the development of the previous system. Due to this the solution created did not fully cater for the needs of the users of the system. This will provide students access from their hostels. The final component will be the web based library software. This software will be accessible via the institution website and will allow users to check the availability of resources from several locations. It will also allow students to reserve books and resources, access and download resources, communicate with the library staff and deal with inventory and communication issues. Justification for new system The main reason that the system has been deemed useful within the institution stems from the improved efficiency it aims to create. This is due to reports that indicate it is not possible for a company/organization to be successful in the current environment without the appropriate computer systems to sustain and improve business efficiency (Stein 2006). This statement suggests that aside from the improved efficiency it promises the proposed system is also a key ingredient useful to the success of the institution. It has also been observed that though start ups and smaller organizations can initially do without computer systems, as the organization grows the existence of such a system is essential to create efficiency and convergence within the organization (Stein 2006). The National Health Service Act (England and Wales) of 1946 aimed to introduce a comprehensive health service designed to secure enhancement in the bodily and psychological wellbeing as well as the prevention, identification and treatment of the diseases or sickness. Before this, government responsibility (at local and national levels) for individuals health and welfare was much more limited. There was no centralized, co-ordinated set of health services as there is today. For instance, before the NHS, hospital services were provided by a patchwork of voluntary (charitable) foundations, municipal (local government-run0 hospitals, and private hospitals and clinics. The NHS, which began treating patients in July 1948, was a landmark in health policy in two important ways. First, it was a centralized and government-dominated style of policy-making, despite the power of the medical profession to shape and alter policies locally. This traditional pattern of uniformity and control of the NHS by the Department of Health in London is now giving way to less centralized approach- not least because of the introduction of devolved administrations in Northern Ireland, Scotland and Wales. Second, the introduction of the NHS represented a landmark because it was among the most socialistic and radical policies in the post-1945 Labour governments welfare state programme. In addition to the friendly societies, the Poor Law Amendment Act of 1834 was intended to provide the poor and the sick with health care. As the industrial revolution progressed throughout the nineteenth century, rural populations were increasingly forced into urban centers. Because of this movement, the government became more concerned with public health issues such as sanitation. As a result, a central authority-a central board of health under the Privy council was established to address the increasing knowledge of disease patterns. In addition to ensuring universal coverage, the newly created NHS provided hospital treatment, freely available for the whole population and financed by insurance contributions Physicians, however, were less than enthusiastic about the NHS. As a result, concessions, such as allowing them to maintain private practice and not requiring them to become salaried civil servants, were included[4]. Organizationally, the NHS consisted of a tiered system of central administration, regional hospital boards, local health authorities and executive councils, and a tripartite of providers: hospital, community, and family practice services (5). The bill creating the NHS was passed in 1946, but it was not officially implemented until July 5, 1948. The NHS is an entitlement that ensures a number of rights to UK citizens. These rights include the following: To be registered with a general practitioner (GP) To be referred to as a consultant acceptable to him or her where the GP thinks it necessary; and To receive emergency medical care at any time. Originally, the NHS was divided into three major components under the auspices of the minister of health: regional hospital boards, local health authorities, and executive councils. As with all health care systems, the NHS continues to experience structural change. The first major reorganization of the system occurred in 1974 with the objective of increasing the efficiency of the service delivery. In the process, the three original components were to be replaced by a structure of complete integration combining all these sectors into one comprehensive organization. These reorgannization efforts resulted in the creation of regional health authorities (formerly the regional hospital boards) and area health authorities (formerly the local authorities). The executive councils remained but were put under the control of the Family Practitioner Committee that was directly responsible to the Department of Health and Social Services. Further reorganization of the NHS occurred throughout the 1980s and 1990s. In 1982, the area health authorities (which were created in 1974) were eliminated. Concomitantly, private health care opportunities increased through the efforts of the conservative Thatcher government. By the mid-1980s, 10% of the population was covered by private insurance. The second change was a new management style. A 1983 document by Roy Griffiths, director of a supermarket chain, outlined a management structure for the NHS. This structure would incorporate general mangers at all levels of the NHS and reduce the role of doctors and nursing representatives in the decision-making process. The third change involved an increased private sector within the health care community. Growth in this sector has been limited but consistent with social class position. Interestingly, the movement toward a large role for the private sector has had the effect of solidifying the medical communitys support for the NHS. Perhaps most important is the impact the private sectors has had on the long-term care. Here, the private, and voluntary, sectors became the largest producers of institutional long stay care for the elderly by 1987. The US Securities Exchange Commission (SEC) Essay The US Securities Exchange Commission (SEC) is a Federal law-enforcing agency that ensures certain statues and regulations are followed in the US Securities markets. It protects the investors in the market, and at the same time maintains the integrity and the strength of the market. This would benefit not only the investors, but also other market stakeholders such as the public. Some of the important characteristics of the market ensured by the SEC include flexibility, stability, dynamics and sophistication. The SEC would also maintain freeness, fairness, order and efficiency in the markets. This would enable the capital to build and develop further. THE SEC believes in certain values such as integrity, responsibility, fairness, resourcefulness, teamwork and commitment for excellence (US SEC, 2006). The SEC was created in the year 1934, following the creation of the Securities Exchange Act, 1934. The Act was basically meant to protect the investors from financial crashes in the stock market. Following the World War-1, the people believed that the market was a place where they could transform from ‘rags to riches’. However, following the 1929-Great Stock market crash, people began to lose confidence in the markets. During the Great Depression period, investors lost great sums of money, and people began to lose hope that the market would ever recover. This was when the government stepped in and tried to frame laws for the betterment of the public. The Securities Act was mainly to ensure that the investor feels that the market is a safe place to invest. It help enable the investor to know more about the business of the company they are investing, the type of securities the company is selling and the risks involved during investing. The brokers, traders and sellers of the securities would have to treat the investor with respect, ensuring that their interest is maintained at all times (US SEC, 2007). The SEC consists of Commissioners who are being appointed by the President for a 5-year term. One of these commissioners is given the post of Chairman. These Commissioners have to be from different political parties. The SEC has 4 divisions and 18 offices. The headquarters of the SEC lies in Washington DC (US SEC, 2007). The SEC would perform several function including:- 1. Create new laws and modify the existing laws concerning securities 2. Help to comprehend the laws regarding securities 3. Monitor the market situation regarding securities especially the brokers, investors, traders, advisors, agencies, etc 4. Ensure that the private regulatory security organizations are functioning in a proper manner 5. Ensure that organizations outside the US are following the laws laid down in the Securities statue. Hullabaloo within the Media of China and Tibet Since the 19th century, relations between the Chinese government and the people of Tibet have continually been on the decline. While there are many issues which lie at the heart of this conflict, recent events have drawn more focus to the economic relationship between the two. In February 2001, China passed legislation giving the needed approval to begin construction on the controversial Qinghai-Tibet railway. Stretching from mainland China to Lhasa, the capital of the Tibetan Autonomous region, completion of 'the world's tallest railway' would join together two regions previously only connected by air and treacherous roads (WTNN par1-2, 7). This development, while fully supported by the Chinese government, is receiving heavy scrutiny from the people and the government of Tibet. This controversy does not revolve around the railway itself, but rather the effect it will have. In the wake of this debate, the challenge lies with the media to present a clear, unbiased report of the argume nts, without taking up sides. Examination of the Chinese nationalist press and the news reports from the Tibetan nationalist groups, as well as a glance at third party news sources, proves there is little media coverage which does not carry with it some undertones of a political or social nature. These underlying connotations, uniquely created to reach each target audience, function to affect the message received by the average reader. An analysis of the target audience of each media source reveals not only the type of undertone presented, but also its predicted effectiveness. In China, there is one national English language newspaper: China Daily. Because it is written in English, and as a result of its online availability, one can reasonably assume the target audience for this newspaper is most notably people residing outside of mainland China. On March 9, 2001, China Daily published an article providing quotes and excerpts from speeches made by deputies of the National People's Congress (NPC) and members of the Chinese People's Political Consultative Conference (CPPCC) during their annual session. Among the speakers on the topic of new railway development was Lobsang Gyaincain, an NPC deputy and the mayor of Lhasa, the capital city of Tibet. In his address, he highlights the benefits of building the Qinghai-Tibet railway, citing its ability to "enhance exchanges between ethnic groups, reinforce economic development in Western China, and modernize the concepts and styles of Tibet while not posing a threat on people's religious beliefs" (China Daily 4,6).

The history Of the lake goes all the way back to 1951 , when a dam was built, as well as a concrete passage on 5th Avenue. The initial design was too construct a man-made lake though a dam with underwater mudflats. The dam was finally constructed to help renew a part of Bud Inlet shores that was in deterioration. Many years later in the year of 1997, a team of representatives was formed to study the problems of the lake. In 2009, an endorsement was made for the future of preserving the lake. One issue among Capitol Lake is the sediment that comes and reconciles to he bottom of the lake.Over 35,000 cubic yards a year of sediment travel into the lake a year! This means now that the lake is 21 % smaller than it was when it was created. This small amount of water is turning the lake into a swamp. Since the capacity of water in the Capitol Lake is much smaller than it was before, the temperature in the lake is getting much higher. The shallow waters cause the lake to heat up much quicker. These high temperatures support aquatic weeds to grow in abundance, and put anxiety on the fish and other marine life.Another problem among Capitol Lake is the water quality. Phosphorus and bacteria are both found in the water, posing a negative effect to the lake. The high levels of phosphorus promote the growth of algae. Oxygen is also used up for marine life in the lake, by algae that putrefy. As well as fecal chloroform bacteria are found among the lake, that wash into the lake and can be very harmful to health. Lastly, the lake has invasive species. Eurasian million weeds crowd the shoreline for native plants, reducing populations of native fish and other species.The New Zealand Mutandis is also another invasive species which is taking over the habitat and native snails which depend on food. As you can see Capitol Lake is very polluted and unhealthy. But there are solutions. The Descartes Estuary Restoration Team (DEER) and the Capitol Lake Improvement & Protective Association (CLIP) have both proposed suitable ideas to save the future of Capitol Lake. The first possibility by DEER would be to remove the dam, letting Capitol Lake and the Descartes River to meet and create an estuary, like it was back in the sass.The benefits of an estuary are that it would return everything to a natural presence. An estuary would give the lake and opportunity to flush and purify. It would also result in the temperature of the water to drop, greatly reducing algae population. Removal of the dam would also result in a possibility of the invasive species not surviving as well as young salmon would be able to access the estuary. Water quality would improve, as bacteria would decrease. Lastly, it would show an increase in native wildlife and different recreation.Establishing the estuary would result in over 114 million dollars, and without sediment rearrangements. Further cost details and endowments are still being inquired. The idea by CLIP would be to keep the lake as a lak e, but to dredge and clean it as needed; this would tidy the lake without having to remove the dam. The benefits of keeping the lake, would be hold the lake as one of the â€Å"Jewels of Thornton County as well as a major part of the State Capitol Campus. The lake very much protects the downtown area of Olympia by controlling floods.Opening the dam would result in smelly mudflats, as well as change the Marina and Boating Recreation. Keeping the lake as it is also would prevent an increase of sediment flow into the Bud Inlet. Culpa also believes that keeping the lake would prevent Nitrogen and Phosphorus from accessing the river. The also lake supports the local economy and local events such as Lake Fair, and is a key location for tourism in the Olympia area. Financially, this plan would cost about million dollars over a fifty year period. This includes mainly dredging, renewal of habitat, and dredging.This project would be paid from partnerships and state funding such as the City o f Olympia, Marine and Yacht Club, and Port of Olympia. So as you can see both proposals, have their pros and cons. Based on these two main ideas have researched about, I believe that the Capitol Lake Improvement & Protection Association (CLIP) is the best plan for the future of Capitol Lake. The lake is truly a major icon to Olympia and if an estuary were to open, the beauty and tourist attraction the lake delivers would greatly reduce.For example, if the dam were to be taken away, what would happen o Likelier and other large city events? Traditional events and activities by the lake might not even happen anymore if it becomes an estuary. But most importantly based off scientific evidence, removing the dam, would result in smelly tidal mudflats. Nobody wants a stench that will wander the air every time they go outside. As World War II veteran who grew up in Olympia (who has experienced these mudflats), Dick Seward, explains â€Å"The Mudflats and any water in the area had a stench that I'll never forget.All this pollution is what nearly killed off the Oysters†. So as you can see the smell really isn't pleasing. Creating an estuary would also greatly increase the flow of sediment, and Nitrogen into Bud Inlet, which shouldn't be there. CLIP'S proposal is half the price as well, and will save a lot of money. So who wants an unbearable terrible stench that will fill up the atmosphere? Why should the harmful chemicals be brought up to Bud Inlet and the Descartes River? Why should we risk the future of our economy and one of our main tourist attractions?
